With the lack of rain and in an attempt to avoid burdening the public with power cuts the CEB had decided to postpone the annual maintenance of the Norochcholai coal power plant,” he said in the statement. Norochcholai Coal Power Plant Contract and construction The dependency on purchasing electricity from overseas was mainly attributed to the fact that Sri Lanka, at the time, did not have a low cost coal power plant. The end result saw ever increasing tariffs which was a burden on the consumer and also the government coffers.A solution to the issue was not reached till late 2005. The President of Sri Lanka His Excellency Mahinda Rajapaksa, after taking office, immediately realized the need to construct a coal power plant and he entrusted the task of fulfilling this need to the Ministry of Power and Energy and the Ceylon Electricity Board.The government however neither had its own funds nor was it able to secure traditional International and bilateral loans to build the much needed coal power plant.Hence the Government had to look for different possibilities and one of such possibility was to initiate government to government dialog between friendly neighboring giants. The government of China came forward to fund and assist in constructing the coal power plant at Norochcholai.The EXIM bank of China provided a preferential loan of USD 300 Million for the first phase of the project and USD 891 Million for the second phase. Chinese not to blame for Norochcholai breakdown Total cost for generation from coal 12.506Rs.billion China Machinery Engineering Corporation (CMEC) awarded the contract for the Phase I of the Project which was to generate 300 MW of coal fired power.The contract, which included constructing the infrastructure facilities, jetty and the transmission line, was signed in March 2006. The government of China provided the required financing of USD 455 million through the Chinese EXIM bank. The foundation stone was laid in 2006 and the CEB, after carrying out the relocation of the families from the proposed land for the project, handed over the land to CMEC to construct the power plant.We mobilized our teams to build the power station in July 2007. On a request made by His Excellency the President of Sri Lanka following the ground breaking ceremony, the Government of China, persuaded us to build this power station one year ahead of the contractually agreed date of completion. We agreed and mobilized our teams including a skilled workforce for early completion of the project ahead of the scheduled date.After the successful completion of this gigantic project it was ceremonially declared open by H.E President Mahinda Rajapaksa in March 2011 and subsequently electricity was added to the national grid ahead of the scheduled date of January 2012.Both the CMEC staff and the CEB staff had to face many hardships during the construction of the power plant. However that commitment to the project and hard work saw the coal power plant constructed ahead of time. Furthermore a 117 km long, 220,000V double circuit transmission line was also installed between Norochcholai and Veyangoda Recent Issues The Norochcholai coal power plant has been in the spotlight recently due to the breakdown and subsequent power cuts. The power plant project, which was praised at the beginning, is now facing severe criticism.Coal power plants of this nature consist of systems, sub systems, auxiliaries and various other operational functions which naturally face technical issues from time to time when the generation capacity changes and the plant is shut down temporarily and reactivated again.Some of the technical aspects of such a plant also need to be maintained and repaired while the plant is in operation. It must be noted that the Norochcholai coal power plant has been in commercial operation since March 2011, which indicates a nearly one and half year operational period.According to normal practice in China, a thermal plant should undergo a one month maintenance period annually. Only then can the unit be more reliable and efficient and expected to perform well.The lack of rain at the hydro catchment areas in Sri Lanka over the past several months posed a threat to the power generation around the island. The Norochcholai coal power plant was forced to work beyond its required limits and keep supplying electricity to the whole country. With the lack of rain and in an attempt to avoid burdening the public with power cuts the CEB had meanwhile decided to postpone the annual maintenance of the Norochcholai coal power plant.The breakdown at the Norochcholai coal power plant was caused by a combination of these events. The Norochcholai coal power plant had past all the performance tests and it was in operation continuously from February 2012 till end of July 2012.Questioning the quality of the equipment used in the project and pointing fingers at CMEC is without basis. The Norochcholai coal power plant is not as bad as one makes it look. It is just overused, tired and needs a break to rest like any other equipment does.CMEC engineers have been working round the clock together with the CEB to rectify the issues at Norochcholai. Once the issues are rectified, as per a request made by the CEB, the plant will be handed over to be operated fully by the local staff. A leading British cancer scientist who resigned from the Institute of Cancer Research following bullying accusations has been stripped of £3.5 million in grant money.Prof Nazneen Rahman, agreed to step down last month following accusations of recurrent incidences of harassment, intimidation and humiliation from 45 of her current and former colleagues.The Wellcome Trust has now confirmed it would claw back funding awarded to Prof Rahman as part of its new anti-bullying policy.Prof Rahman, who was awarded a CBE in 2016, said she would complete her Wellcome-funded research before she left her post as head of genetics and epidemiology in October.A statement from The Wellcome Trust said: As we have been given information that raises serious concerns we have decided that her Wellcome grants will be terminated or transferred to other investigators.“Wellcome takes bullying and harassment very seriously. Unacceptable behaviour causes significant harm, stops people achieving their full potential and stifles good research.”Prof Rahman will also be barred for two years from applying for funding from Wellcome and from sitting on any of its advisory committees or boards.A spokeswoman for the Institute of Cancer Research said: “We believe an open and supportive working environment is essential for our work to defeat cancer. “We welcome the efforts being made by the Wellcome Trust and others to improve the culture of the scientific community.”In 2014, Prof Rahman was named as Britain’s third most influential woman in the BBC’s Woman’s House power list.And In February 2016, she was awarded the Services to Science & Engineering award at The British Muslim Awards.She is also a singer-songwriter, with two albums and one EP released. Médecins Sans Frontières has called on all armed groups to respect the safety of civilians, medical staff, and aid workers; and for an urgent increase in humanitarian assistance.“In the last month, we have treated more than 60 people in Bossangoa for injuries that are the result of violence, largely gunshot and machete wounds, including women and children,” said Médecins Sans Frontières surgeon Erna Rijinierse.More than 80 per cent of surgeries have been for wounds that are conflict related. Médecins Sans Frontières is horrified by what we are seeing, including burnt villages and appalling scenes of murder. Those who are fleeing are in desperate need of assistance, as well as the sense of protection that the presence of aid agencies brings. THE HEALTH CHARITY Médicins Sans Frontiéres has said that they are treating people in the midst of a wave of sectarian violence in the Central African Republic (CAR).The charity says that tens of thousands of people have fled in a wave of attacks and killings by armed groups and Government forces in the north-west of the country.Teams on the ground are experiencing unprecendented levels of violence, the charity says, which is characterised by religious divisions.CAR has experienced decades of political-military conflict, with a coup d’etat last March. Seleka, the rebel alliance who led the March 2013 coup, has become de facto the government of CAR. Since early September, violent and deadly clashes between armed groups and Government forces have taken place in different parts of the country. The violence is believed to be centred on religious divisions between Catholics, Muslims and those of traditional tribal beliefs. In the city of Bossangoa, an estimated 28,000 people are sheltering in the Catholic Mission, far exceeding its capacity; 1,200 people are in a hospital, effectively turning half of the building into a makeshift camp; a further 1,000 people are seeking shelter next to an airstrip; while around 400 others have gathered in a school. As the rainy season continues, those in the bush are also particularly at risk of contracting malaria – the number one killer in CAR. Related Content Videos | Artificial Intelligence | July 03, 2019 VIDEO: Artificial Intelligence May Assist in Pediatric Imaging Sudhen Desai, M.D., FSIR, read more Multiple studies and products were presented at the 2014 Radiological Society of North America (RSNA) conference in December about emerging technologies in breast imaging, with a focus on how they will affect women who have dense breasts. Most researchers have been comparing the utility of mammography screening versus tomosynthesis.According to Volpara Solutions, for a significant number of women, the efficacy of mammography is reduced due to the masking of cancers in areas of increased tissue density. Ultrasound and magnetic resonance imaging (MRI) are two supplementary breast imaging modalities that retain their sensitivity in women with dense breasts, and when used in addition to mammography, can demonstrate an increased cancer detection rate compared to mammography alone.1 However, both modalities have higher rates of false-positive findings, which can often result in more tests and unnecessary biopsies, making MRI and ultrasound expensive to implement in high-volume screening programs, according to the study “3-D Mammography Improves Cancer Detection in Dense Breasts” presented at RSNA 2014.A newer breast imaging modality, digital breast tomosynthesis (DBT) or 3-D mammography, creates a 3-D picture of the breast using X-ray,2 and may become a more popular method of screening. According to researchers, using a tomosynthesis dataset greatly reduces detection challenges associated with overlapping structures in the breast, which is the primary drawback of conventional 2-D analog and digital mammography. According to the study, “Tomosynthesis in Breast Cancer Visualization as a Function of Mammographic Density,”3 3-D mammography was beneficial for visualizing noncalcified breast cancers in scattered and heterogeneously dense breasts with about 70 percent of cancers in these density categories seen only with tomosynthesis. Patients with fatty and extremely dense breasts had cancers seen equally well with tomosynthesis and 2-D mammography.Hologic conducted a multi-center clinical trial that compared 2-D digital mammography plus tomosynthesis imaging (combo mode) to 2-D mammography alone. Results found that the addition of tomosynthesis to digital mammography increased diagnostic accuracy and reduced recall rates for non-cancer cases.The addition of 3-D imaging has been shown to improve the performance of mammography in both fatty and dense breasts, according to Hologic. Because dense breasts have more fibroglandular tissue than fatty breasts, it was expected that 3-D mammography would provide improved performance in denser breasts. However, clinical data shows that 3-D mammography was helpful for all breast densities. Emerging Mammography ModalitiesHologic 3-D mammography is a combined examination of 3-D and 2-D imaging. It takes only seconds longer than conventional 2-D digital mammography, and can assist in increased cancer detection (by 27 percent), increased invasive cancer detection (by 40 percent) and decreased callback rates (20-40 percent), localizing structures in the breast and improved lesion and margin visibility.4Hologic’s Selenia Dimensions mammography system offers multiple workstations, including a flexible platform that allows users to start with both 2-D digital mammography and Hologic 3-D mammography for screening, diagnostic and interventional procedures, or with a 2-D digital mammography-only system; controls featuring icons and function screens plus a system that provides scans that take less than four seconds, a 15-degree scan that provides high in-plane resolution and the acquisition of 15 projection images (one image/degree of arc) and filtered back projection.5The optimized face shield is retractable to help with positioning patients and is stationary during 3-D imaging allowing for patients to be positioned as they are for 2-D imaging. The Fast Paddle system conforms to the natural contours of the breast, which provides for better comfort to the patient and even more compression across the breast. All paddles are used for 2-D and 3-D imaging.Designed for use with the Selenia Dimensions mammography system, Hologic’s MammoPad cushion provides a comfortable surface between the patient and the image receptor, helping the patient relax the pectoral muscle.6 This allows the technologist to better position the breast for screening and to obtain more of the chest wall image. The cushion’s grip-like surface holds the breast tissue in place, making the patient more relaxed, which helps the technologist position them correctly, saving time and improving image accuracy.Radiation dose management for breast imaging has been on researchers’ radar as healthcare providers search for ways to reduce the amount of radiation patients are receiving if they need to have supplementary screening. Hologic’s U.S. Food and Drug Administration (FDA) approved C-View software option generates images that can be used in place of traditional 2-D images as part of the 3-D breast exam. The 2-D and 3-D image slices are reviewed together. The software makes lower dose exams possible, and the combined 3-D and C-View exam offer better performance compared with just 2-D.7Molecular Breast ImagingMolecular breast imaging (MBI) is a highly effective secondary diagnostic tool, particularly for women with dense breast tissue.8 Gamma Medica’s LumaGEM MBI technology measures and images the distribution of radionuclides by means of photon detection in order to aid in the evaluation of lesions in the breast tissue.9 The product’s dual-head technology identifies tumors in dense breast tissue where findings are inconclusive or even negative with film-based and digital mammography, and is able to detect breast cancers as small as 5 mm that may have been missed by mammography alone.Updates in Radiology Reading Rooms/DisplaysRadiology reading rooms are seeing a facelift with new display systems that address ergonomics and multi-viewing modalities. The Coronis Uniti product from Barco, which combines PACS and breast images on one screen, was created in response to specific challenges that are occurring in modern radiology: increasing image volumes, growing complexity and occupational discomfort.10 The 12 MP screen offers images in calibrated colors and gray scales while allowing the viewing of 2-D, 3-D, static and dynamic images such as computed tomography (CT) moving images, ultrasound, magnetic resonance imaging/positron emission tomography (MRI/PET) scans, multi-frame mammography and digital breast tomosynthesis. With the ability to view multi-modality images, radiologists no longer have to travel to separate reading rooms, therefore increasing workflow productivity.To ease physical discomfort when reading images, Barco designed a display to mirror a human’s natural field of vision and has a 33-inch screen size and Fusion form factor to create a canvas for side-by-side comparison of multiple high-res images. This format minimizes head and eye movement and reduces the need for scaling and rearranging to complete studies more efficiently. To reduce eye fatigue, the SoftGlow wall light adds ambient light to the reading room while the SoftGlow task light shines light on papers and film folders. Barco’s Optical Glass technology is incorporated into the display, which reduces reflections and enhances image sharpness. Barco’s RapidFrame technology allows radiologists to view moving images in-focus and features a built-in light box for viewing of 18 x 24 or 24 x 30 films. This allows for the comparing of current digital exams with film-based priors without leaving the workstation.The Mammo Tomosynthesis 5 MP from Barco is a display system available for breast tomosynthesis. Cleared by the FDA, the display system is used for standard and multi-frame digital mammography as well as breast tomosynthesis.
