After a two-and-a-half year ocean journey, radioactive contamination from the Fukushima nuclear disaster in Japan has drifted to within 160 kilometers of the California coast, according to a new study. But the radiation levels are minuscule and do not pose a threat, researchers say.Shortly after the meltdowns at the Fukushima Daiichi Nuclear Power Station in March 2011, Tokyo Electric Power Co. estimated that the facility had released a staggering 7000 trillion becquerels—a measure of emitted radiation—into of radiation into nearby seawater. Meanwhile, Japan’s Ministry of the Environment reported readings of 45.5 million becquerels per cubic meter of water, high enough to cause reproductive problems in fish. The National Oceanic and Atmospheric Administration showed that the power plant’s radiation dissipated quickly as it spread from the coast, however. It arrived at this conclusion by measuring cesium-134, a kind of radiation “fingerprint” unique to Fukushima because of its relatively short 2-year half-life. By June 2011, cesium-134 was found 600 kilometers offshore from Japan producing 325 becquerels per cubic meter. Building models based on early readings, the World Health Organization and public health departments in California, Oregon, Washington, and Alaska all forecast that Fukushima radiation would not pose a human health risk in North America.Sign up for our daily newsletterGet more great content like this delivered right to you!Country *AfghanistanAland IslandsAlbaniaAlgeriaAndorraAngolaAnguillaAntarcticaAntigua and BarbudaArgentinaArmeniaArubaAustraliaAustriaAzerbaijanBahamasBahrainBangladeshBarbadosBelarusBelgiumBelizeBeninBermudaBhutanBolivia, Plurinational State ofBonaire, Sint Eustatius and SabaBosnia and HerzegovinaBotswanaBouvet IslandBrazilBritish Indian Ocean TerritoryBrunei DarussalamBulgariaBurkina FasoBurundiCambodiaCameroonCanadaCape VerdeCayman IslandsCentral African RepublicChadChileChinaChristmas IslandCocos (Keeling) IslandsColombiaComorosCongoCongo, The Democratic Republic of theCook IslandsCosta RicaCote D’IvoireCroatiaCubaCuraçaoCyprusCzech RepublicDenmarkDjiboutiDominicaDominican RepublicEcuadorEgyptEl SalvadorEquatorial GuineaEritreaEstoniaEthiopiaFalkland Islands (Malvinas)Faroe IslandsFijiFinlandFranceFrench GuianaFrench PolynesiaFrench Southern TerritoriesGabonGambiaGeorgiaGermanyGhanaGibraltarGreeceGreenlandGrenadaGuadeloupeGuatemalaGuernseyGuineaGuinea-BissauGuyanaHaitiHeard Island and Mcdonald IslandsHoly See (Vatican City State)HondurasHong KongHungaryIcelandIndiaIndonesiaIran, Islamic Republic ofIraqIrelandIsle of ManIsraelItalyJamaicaJapanJerseyJordanKazakhstanKenyaKiribatiKorea, Democratic People’s Republic ofKorea, Republic ofKuwaitKyrgyzstanLao People’s Democratic RepublicLatviaLebanonLesothoLiberiaLibyan Arab JamahiriyaLiechtensteinLithuaniaLuxembourgMacaoMacedonia, The Former Yugoslav Republic ofMadagascarMalawiMalaysiaMaldivesMaliMaltaMartiniqueMauritaniaMauritiusMayotteMexicoMoldova, Republic ofMonacoMongoliaMontenegroMontserratMoroccoMozambiqueMyanmarNamibiaNauruNepalNetherlandsNew CaledoniaNew ZealandNicaraguaNigerNigeriaNiueNorfolk IslandNorwayOmanPakistanPalestinianPanamaPapua New GuineaParaguayPeruPhilippinesPitcairnPolandPortugalQatarReunionRomaniaRussian FederationRWANDASaint Barthélemy Saint Helena, Ascension and Tristan da CunhaSaint Kitts and NevisSaint LuciaSaint Martin (French part)Saint Pierre and MiquelonSaint Vincent and the GrenadinesSamoaSan MarinoSao Tome and PrincipeSaudi ArabiaSenegalSerbiaSeychellesSierra LeoneSingaporeSint Maarten (Dutch part)SlovakiaSloveniaSolomon IslandsSomaliaSouth AfricaSouth Georgia and the South Sandwich IslandsSouth SudanSpainSri LankaSudanSurinameSvalbard and Jan MayenSwazilandSwedenSwitzerlandSyrian Arab RepublicTaiwanTajikistanTanzania, United Republic ofThailandTimor-LesteTogoTokelauTongaTrinidad and TobagoTunisiaTurkeyTurkmenistanTurks and Caicos IslandsTuvaluUgandaUkraineUnited Arab EmiratesUnited KingdomUnited StatesUruguayUzbekistanVanuatuVenezuela, Bolivarian Republic ofVietnamVirgin Islands, BritishWallis and FutunaWestern SaharaYemenZambiaZimbabweI also wish to receive emails from AAAS/Science and Science advertisers, including information on products, services and special offers which may include but are not limited to news, careers information & upcoming events.Required fields are included by an asterisk(*)But antinuclear groups like Beyond Nuclear, a Maryland nonprofit that advocates against nuclear power, questioned those predictions, citing concerns about continuing releases of radioactive isotopes from Fukushima since the 2011 meltdowns. In addition, nonprofits like the Tillamook Estuaries Partnership, which monitors and works to improve watersheds in Oregon, wanted more concrete data to present to their communities. So marine chemist Ken Buesseler of the Woods Hole Oceanographic Institution in Massachusetts convinced an eclectic group of organizations to collect water samples up and down the west coast of North America. Following the Chernobyl nuclear disaster in 1986, Buesseler had tracked radioactive contaminants in the Black Sea, the closest major water body to the accident site. To pay for similar research in the much larger Pacific Ocean, he turned to crowdfunding—the increasingly popular method of using the Internet to bring multiple people together to fund costly endeavors. Government bodies such as the Umpqua Soil and Water Conservation District, universities, and conservation groups joined in, offering both to collect water from more than 50 sites in the Pacific Ocean near U.S. shores and to pay to ship and test those samples in Buesseler’s lab.The findings are reassuring, Buesseler says. He measured a high of just 8 becquerels of radiation per cubic meter in the samples. Of that, he says, less than 2 becquerels came from cesium-134 traced to Fukushima. The remainder is largely from strontium-90 and cesium-137: Some of that is fallout from mid-20th century atomic bomb tests in the Pacific, and some may have come from Fukushima—these isotopes lack the half-life fingerprint that ties cesium-134 to the Japanese disaster. The total level of radiation is hardly worth worrying about, Buesseler says: U.S. Environmental Protection Agency guidelines for drinking water allow up to 7400 becquerels per cubic meter. Buesseler is presenting his latest findings Thursday at the Society of Environmental Toxicology and Chemistry North America’s annual meeting.“There are people here in California who are worried they could get fried by going to a beach, and this research confirms that those fears are wrong and inappropriate,” says Daniel Hirsch, a nuclear policy researcher at the University of California, Santa Cruz, who was not involved in the study. But he also cautions that Fukushima may bring other risks to North America beyond ocean radiation levels, particularly related to seafood. Oregon State University researchers found that radiation levels in tuna caught off the Oregon coast tripled after the Fukushima meltdown—though levels remain too low to risk human health, they said. Hirsch predicts seafood radiation levels could climb as fish higher on the food chain eat and absorb radiation from smaller animals.Although his results may not have public health implications, Buesseler says he hopes his work leads to a better informed populace. “People were making irrational decisions about spending time at the coast, or attributing starfish deaths to Fukushima,” he says. “Dental x-rays and airplanes have greater exposures than what we are measuring.”
England opener Alastair Cook played the captain’s knock carrying his bat through to score an unbeaten 80 as hosts carved out a convincing 7 wicket win over India during the second ODI at The Rose Bowl in Southampton on Tuesday. Score | PhotosChasing a stiff 188, Cook led from the start helping England reach the target with five balls to spare in a match was reduced to 23-overs a side owing to persistent rains.Earlier, India opener Ajinkya Rahane scored his maiden half-century and Suresh Raina hit a quick-fire 41 as India put on 187/8 after being put in to bat. The match was delayed by six hours owing to persistent showers.Parthiv Patel treated the match like a T20 game and got off to a flier right away scoring in boundaries and sixes. But his innings did not last long and he fell in the fourth over of the day off James Anderson’s ball. An edge off his bat was nicely taken by keeper Craig Kieswetter on 28. India lost their first wicket on 30.Post that wicket, opener Ajinkya Rahane and Rahul Dravid batted with resolve and increased India’s run rate. Soon India’s score crossed the 100-run mark. But soon their partnership came to an end as England spinner Graeme Swann removed Dravid on 32 and India lost their second wicket on 109 after a 79 runs partnership between the two batsmen.New man, Virat Kohli could not stay in the middle for long. He fell off Jade Dernbach trying to loft the ball past the boundary, but failed to clear Ian Bell at long-on. India lost their third wicket on 125.advertisementBut Rahane was still in the middle and batting past his maiden ODI half-century. Soon, he and Suresh Raina got going taking the fight to the opposition. But there was a slight hit in tempo as Rahane took on runner in Virat Kohli. And no sooner had he took on a runner that he departed caught and bowled Swann on 54. His fine innings was decorated with five fours and one six.But his fall did not halt India’s charge as Suresh Raina batting alongside skipper MS Dhoni started dealing in boundaries and over the fence shots. Taking cue, Dhoni went for his favourite helicopter shot off Tim Bresnan, but didn’t get the desired elevation and ended up getting caught by Bell at long-on. India were 164/5 post his fall.Raina continued the onslaught and boundaries and sixes became rather common during his innings. In the last over, he went for another big shot of Bresnan, but Ben Stokes took a fine catch in the deep and Raina’s 41-run blitz came to an end. His19-ball innings saw him hit three four and an equal number of sixes.India lost two more wickets in the last over before posting a fine 187/8 at The Rose Bowl.In replay, England just lost three wickets and reached the mark with seven wickets and five balls to spare. Captain Cook top scored with an unbeaten 80 runs on board which came off just 63 delivers and was studded with five fours and one six.Cook proved to be the pivot around with the England batting revolved. First he set up a 67-run first wicket partnership with Craig Kieswetter and then got busy with two more fruitful partnerships with Ian Bell and Ravi Bopara.

And music too, especially if you are talking about the Gruner Veltliner. How can you not love Gruner Veltliner? This grape variety is the liquid complement to Austrian classical music. Just like genres in music vary so do varietals with this grape: from light, like Johann Strauss II (The Blue Danube), to the more compact and versatile music of Wolfgang Amadeus Mozart. Wine has been an integral part of Austria’s culture for more than two thousand years. Even today, you will fine Roman cellars, medieval villages and Baroque monasteries throughout the Austrian wine regions. In Austria, winemaking is a generational occupation with mainly smallscale family wineries; it has long been common for grandparents, parents and children to work together under the same roof. This secures the easy and convenient transfer of skill and passion from generation to generation. The exciting range of Austrian wines is enhanced by the different types of soil, such as the rocky Danube terraces, the massive layers of loess in Weinviertel, and the volcanic soil found in the Kamptal. While Grner Veltliner is cultivated all over Austria, its heart is in lower Austria (Niederosterreich), and especially in the sub-regions of the Wachau, Weinviertel, Kamptal and Kremstal, where vineyards planted on top sites enable Grner Veltliner to be its best.Gruner Veltliner is Austria’s most important white grape variety, accounting for around one third of all white grapes planted. This wine can sate the pleasures of varying palates: from light-bodied, fruity, easy drinking wines to full-bodied, complex, and age-worthy wines.Gruner Veltliner is a reasonably aromatic grape variety and classic aromas include stone fruit, citrus, grass, lentils, fresh green beans, spice and white pepper (called Pfefferl in the Austrian dialect). At the dining table Gruner Veltliner is engagingly flexible, but never overwhelms with powerful aromas. In my opinion, the aspects to think about are the bright acidity and slightly spicy kick of the grape, which works with most food varieties, but more specifically it pairs very well with spicy Asian dishes. The lighter fruity styles are perfect for simple sipping or to pair with the more complex flavours and textures of Asian cuisine. The more classic and fuller-bodied, mineral-driven styles hold their own at the table with various fish, pork and poultry dishes. Here, the signature bright acidity helps cut through any fat and the spiciness provides a delightful contrast as well as a fine compliment to a wide range of dishes.Let’s hope that Gruner Veltliner will be the next New Zealand Sauvignon Blanc. This could make it a real global grape and it could, and in my opinion should, achieve as much fame as Sauvignon Blanc. Gruner Veltliner-“The grape which will make you smile” Prost!
Former Spain and Real Madrid head coach Vincente del Bosque believes Isco must show “exemplary” behavior when he is left out of the team. The talented attacker has seen his fortunes ebb and flow since arriving at Madrid in the summer of 2013, sometimes looking a key piece to the club and at other times stuck on the periphery. This campaign saw Isco begin as an important fixture under new coach Julen Lopetegui, scoring two goals and adding an assist across La Liga and the Champions League. Zlatan wasn’t even the best player in LA! But the situation has changed after Lopetegui’s dismissal following Madrid’s heavy 5-1 defeat to Barcelona, as new coach Santiago Solari has not valued Isco as much. The attacker has yet to start a match under Solari, making just three substitute appearances, including a 27-minute stint in the shock 3-0 loss to Eibar last weekend. Then Isco was left out of the team entirely for Madrid’s 2-0 midweek victory over Roma in the Champions League, with reports suggesting a rift between he and Solari, though the manager has denied it. Del Bosque has now weighed in on the matter, telling El Larguero de la Cadena SER that while it falls on both coach and player to make a relationship work, Isco must not turn sour when he does not find his name on the teamsheet.”Isco? The coach must do his homework and the player must know when he is playing and when he does not play, he must know how to behave in an exemplary manner within a group,” Del Bosque said.Lopetegui’s short tenure have left Madrid in a difficult situation, with the club sitting in sixth place, six points off Sevilla at the top of the league and five behind Barcelona in second.Solari not only has to salvage this campaign, but do so with the spectre of uncertainty surrounding him and the club.Del Bosque is not a fan of the midseason change, claiming it undermines the overall position of the manager within the club.“For all clubs, when they have to put a new coach is one of the more delicate things. There’s always disorder,” Del Bosque added. “Either [Lopetegui or Solari] can lead the team, but this is very bad because it is a lack of belief in the coach.”Madrid look to follow up their victory over Roma when they host Valencia on Saturday.
Tokyo, Sept 24 (AFP) Japanese tennis sensation Naomi Osaka not only hit the cash jackpot with her historic US Open victory — she struck a blow for racial equality, according to a former Miss Japan. Following her 6-2 6-4 thrashing of childhood idol Serena Williams in New York earlier this month, Osaka is set to become a global marketing force as sponsors prepare to break the bank to sign the 20-year-old. But Priyanka Yoshikawa, who two years ago was crowned Miss Japan, believes Osaka can also help break down cultural barriers in a country where multi-racial children make up just two percent of those born annually. “Naomi is definitely a role model,” the half-Indian beauty queen told AFP. “Japan should be proud of her — she can definitely break down walls, she will have a big impact.” Osaka, who has a Japanese mother, a Haitian father and was raised in the United States, is set to shine a light on what it means to be Japanese, predicts Yoshikawa. “The way she speaks, and her humbleness, are so Japanese,” said the 24-year-old. “Japan puts all ‘haafu’ in the same bucket,” added Yoshikawa, referring to the Japanese for “half” — a word to describe mixed race. “Whether you’re part Russian, American or African, you’re still categorised as ‘haafu’ in Japan.” Yoshikawa’s Bollywood looks swept her to Miss Japan victory a year after Ariana Miyamoto faced an ugly backlash in 2015 for becoming the first black woman to represent the country. – ‘Not about language’ -advertisement ======================== Critics took to social media complaining that Miss Universe Japan should have been won by a “pure” Japanese. Unlike Yoshikawa and Miyamoto, Osaka speaks hardly any Japanese after moving to Florida with her family as a toddler. “It’s not about language,” insists the Tokyo-born Yoshikawa, who was bullied because of her skin colour as a child. “Why does that bother people? It’s just because she has darker skin and is mixed race. People still ask me if I eat curry every day or if I can use chopsticks! “But she’s what she thinks she is. If you think you’re Japanese, you’re Japanese.” Osaka, who won her first title at Indian Wells earlier this year, is not the first mixed-race athlete to achieve fame in Japan. Koji Murofushi, who is half-Romanian, captured hammer throw gold at the 2004 Athens Olympics, while half-Iranian Yu Darvish is a starting pitcher for Major League Baseball’s Chicago Cubs. Sprinter Asuka Cambridge, who has Jamaican blood, claimed a silver medal in the 4x100m relay at the 2016 Rio Olympics, while two of Japan’s Davis Cup tennis team –Taro Daniel and Ben McLachlan — are also of mixed race. But Osaka is set to become the highest profile, not to mention the richest.Despite having her 10-match win streak snapped by Karolina Pliskova in Tokyo at the weekend, Osaka can take consolation in her ballooning financial worth. – Earning power – ================= Sportswear giant Adidas is reportedly lining up a record sponsorship deal worth more than USD 10 million a year that would see Osaka become the second highest-paid female athlete behind Williams, according to Forbes. Osaka is also endorsed by Yonex, Japanese food company Nissin and watch maker Citizen. A new three-year deal with car maker Nissan underlined her earning power after becoming the first Japanese player to win a grand slam singles title. “Compared to Kei Nishikori, who is a superstar in Japan but not in the world’s top five, Naomi Osaka has the potential to be number one,” said Hirotaka Matsuoka, sports marketing professor at Waseda University. “She is tri-racial (Japan, United States and Haiti), a world athlete. Naomi is now the most marketable athlete in Japan, maybe in the world.” But Yoshikawa believes Osaka’s celebrity will help change the DNA of Japanese pop culture, like mixed-race fashion icons Rola, Jun Hasegawa and Jessica Michibata before her. “Naomi can definitely do so much good in the future” said Yoshikawa.”But it’s still going to take more time for people to think ‘haafu’ can be Japanese,” she warned. “We need more people like Naomi.” AFP KHSKHS
If a recent meeting between the Indian Premier League (IPL) franchises and stakeholders is anything to go by, the franchises want an expansion of the league to 10 teams. While the Board of Control for Cricket in India (BCCI) isn’t averse to the idea, the officials want all bases covered first and don’t wish for a repeat of the 2011 fiasco when the league had to go back from 10 to 8 teams due to certain issues.Speaking to IANS, a senior BCCI official said that talks and all are fine, but every step needs to be calculated well and the functionaries in the board need to help the franchises understand the ground reality before taking a step in the direction.”They are our stakeholders and the BCCI shares a very good relationship with the franchisees. We are concerned that such opaque behaviour and casual statements and remarks by someone in the senior professional management can unnecessarily mar the trust and relation between the BCCI and the franchisees,” the official said”Some people seem to thrive in creating misunderstandings in order to compensate for their lack of competence. When the time comes, we will have a sincere dialogue with the franchisees on this,” the official added. He went on to add that bringing stability in the BCCI should be the primary focus at present before looking to fulfil the common dream of having 10 teams in the league.”Even we want new teams, but we must take into account ground realities. But some people seem to think that they have become the owners of the BCCI and that they can sell the BCCI properties on a whim only to further their own interests. They seem to be selling fantasies to those who care to believe. Who is the BCCI? The collection of members. With the problems that have been going on for the last three years, the first order of the day is to bring sanity to the proceedings at the grassroots,” the official said.advertisement”An informal gathering which is not a forum under the BCCI constitution obviously cannot take decisions but they must discuss all these points as we encourage interactions and different viewpoints. If CEO Rahul Johri was aware of such a meeting, why did he not inform the office bearers of the same? Is transparency only something that must be confined to words?” he enquired.Looking at the lighter side, the official added: “Here we could not settle the number 4 batsman debate and someone seems to be hoping for 44 new players of a near-international level. Basics first please.”Interestingly, when Chennai Super Kings and Rajasthan Royals were suspended for two years, Rising Pune Supergiants and Gujarat Lions had come in specifically for that two-year period. While the contract was well documented, Pune owner Sanjeev Goenka had made it clear that he wanted to have a long run in the league if given an opportunity.Similarly, rumours were rife that the Adani Group had also shown tremendous interest in having a team play from Ahmedabad back in 2010, but that didn’t materialise.Only time will tell if the thought of expansion actually sees the light of day because while the BCCI officials also want an expansion, they wish for every positive and negative to be taken into account first.ALSO READ | Never got settled in any IPL franchise: Yuvraj SinghALSO READ | The contradictions and chaos that shattered India’s World Cup dreamALSO WATCH:

Kyle Lafferty, who scored twice when the teams met last October, is considered the favourite to score first, with odds of 21/10 attached to the striker.GAME PREVIEW Northern Ireland have enjoyed an upturn in fortunes under the guidance of Michael O’Neill, who led the team to their highest ever FIFA ranking – 22 – this July. That steady rise comes in the wake of their participation at Euro 2016 and O’Neill is determined to follow that achievement by reaching the 2018 World Cup in Russia. The Green and White Army have not qualified for a World Cup since 1986, but they remain in with a chance of reaching the tournament if they can finish second in their group, with world champions Germany looking likely to qualify as group winners.Having won four of their six games, losing only to Germany, Northern Ireland have put themselves in a formidable position, but O’Neill is taking it one game at a time, beginning with San Marino away.”We’re not in a position where we can take San Marino lightly. We have to win the game, simple as that,” the former Shamrock Rovers boss said following the announcement of his squad. “We’ll pick a team that we think can win the game and then we’ll think about the second game (against Czech Republic) after we’ve hopefully won the first game.”The focus will always be on the first game to make sure we win that game, and then you’re in the right frame of mind, confidence of the players is high, and then a quick turnaround and as I said the Czech Republic game…”The prize at the end of it could be massive for us, but it’s only massive for us if we make sure we win the first game.”

TUSCALOOSA, AL – SEPTEMBER 22: Nick Starkel #17 of the Texas A&M Aggies throws a pass in the fourth quarter during a game against the Alabama Crimson Tide at Bryant-Denny Stadium on September 22, 2018 in Tuscaloosa, Alabama. The Crimson Tide defeated the Aggies 45-23. (Photo by Wesley Hitt/Getty Images)After two years of limited playing time for the Aggies, Texas A&M quarterback Nick Starkel is set to leave on a graduate transfer. With two years of eligibility remaining, he has reportedly set his sites on two targets schools.According to 247Sports, Starkel is lining up visits with the Florida State Seminoles and the Arkansas Razorbacks. His visit to Arkansas is slated for March 1, while his visit to Willie Taggart’s team is set for March 29.“I scheduled a official to FSU for March 29th weekend,” Starkel told Noles247. “I’m going to Arkansas on March 1st. I have spring break in between those two and FSU has spring break, which is the only reason they’re so far apart.”Starkel saw his most significant playing time with Texas A&M in 2017. In seven games, he completed 60-percent of his passes for 1,793 yards and 14 touchdowns with only six interceptions. But Starkel was unable to pry the job from Kellen Mond, and was limited to just four appearances with limited snaps the following season.Florida State should be making a pretty big push for Starkel, as the team’s quarterback position is in limbo for next season. The team recently cut starter Deondre Francois following a controversial video that seemed to indicate violence, and did not secure a quarterback in the 2019 recruiting class. As for Arkansas, the Razorbacks went just 2-10 under Chad Morris last year and got only limited production out of their quarterbacks in the process.Suffice it to say, Starkel has made a rather savvy move in picking between two schools that are both eager to improve at the quarterback position.Stay tuned.

New Delhi: The way Kings XI Punjab opener Chris Gayle was batting against the Delhi Capitals at the Feroz Shah Kotla here, it needed something magical from the hosts to dismiss the West Indian. And it was Colin Ingram’s brilliance in the outfield that ended Gayle’s blistering knock. On Saturday, Gayle, who top-scored with 69 off 37 balls against Delhi, was looking to be in an threatening form as he was scoring boundaries at will and help Punjab post a huge total. He hit six fours and five monstrous sixes before becoming Sandeep Lamichhane’s victim. Also Read – Puducherry on top after 8-wkt win over Chandigarh It was in the 12th over of the Kings XI inning that the big-hitting Jamaican, while trying to hit his sixth maximum of the inning, was caught brilliantly at the boundary. South Africa’s Ingram, standing at deep mid-wicket, leapt to take the catch. However, with the momentum taking him over the rope, he showed great presence of mind and threw the ball — while being himself in the air with force — towards Axar Patel standing near long-on, thus completing a great relay catch. The official Twitter handle of the Indian Premier League posted the video of the catch along with the caption: “Ingram-Axar’s perfect relay catch.” Saturday’s game saw Delhi Capitals defeat the Punjab-based franchise by five wickets.

Once the plant is fully completed it will add nearly 6,000,000 kWh (six million units) daily to the national grid thereby reducing the heavy cost to generate electricity to meet the national demand. The project will contribute17% of the total generating capacity of the country. History of Norochcholai Power Plant Chinese engineers involved in the construction of the Norochcholai coal power plant have refused to accept the blame over the recent breakdown. In a press statement, the Chief Engineer of the Norochcholai coal power plant, Zhao Wenxue said that the main cause of the breakdown was that the power plant was forced to work beyond its required limits. “According to normal practice in China, a thermal plant should undergo a one month maintenance period annually. Only then can the unit be more reliable and efficient and expected to perform well. With the lack of rain and in an attempt to avoid burdening the public with power cuts the CEB had decided to postpone the annual maintenance of the Norochcholai coal power plant,” he said in the statement. (See full statement below) Date project was handed over to the CEB24th July 2011 Since the year 1996 the Ceylon Electricity Board incurred massive expenses to generate electricity and emergency electricity had to be purchased from overseas to meet the growing public demand for electricity. Average cost of a unit (fuel cost only)6.67 Rs./kWh Combined Cycle The estimated benefits to the CEB from the operation of the coal plant from May 2011 to August 2012Rs. 20.9 billion Option – Coal Energy delivered to date since 1st May 20121.875billion kWh Despite mounting criticism from certain sectors in Sri Lanka, the Norochcholai coal power plant project, once fully complete, will hugely benefit not just the Ceylon Electricity Board (CEB) but the general public as well.Fingers have been pointed and accusations have been raised against China Machinery Engineering Corporation (CMEC) over the recent breakdown at the power plant, the first coal power plant in Sri Lanka. However most of these accusations are unfair and have no basis or truth. Norochcholai Coal Power Plant Contract and construction The dependency on purchasing electricity from overseas was mainly attributed to the fact that Sri Lanka, at the time, did not have a low cost coal power plant. The end result saw ever increasing tariffs which was a burden on the consumer and also the government coffers.A solution to the issue was not reached till late 2005. The President of Sri Lanka His Excellency Mahinda Rajapaksa, after taking office, immediately realized the need to construct a coal power plant and he entrusted the task of fulfilling this need to the Ministry of Power and Energy and the Ceylon Electricity Board. The government however neither had its own funds nor was it able to secure traditional International and bilateral loans to build the much needed coal power plant.Hence the Government had to look for different possibilities and one of such possibility was to initiate government to government dialog between friendly neighboring giants. The government of China came forward to fund and assist in constructing the coal power plant at Norochcholai. The EXIM bank of China provided a preferential loan of USD 300 Million for the first phase of the project and USD 891 Million for the second phase. Chinese not to blame for Norochcholai breakdown Total cost for generation from coal 12.506Rs.billion China Machinery Engineering Corporation (CMEC) awarded the contract for the Phase I of the Project which was to generate 300 MW of coal fired power. The contract, which included constructing the infrastructure facilities, jetty and the transmission line, was signed in March 2006. The government of China provided the required financing of USD 455 million through the Chinese EXIM bank. The foundation stone was laid in 2006 and the CEB, after carrying out the relocation of the families from the proposed land for the project, handed over the land to CMEC to construct the power plant. We mobilized our teams to build the power station in July 2007. On a request made by His Excellency the President of Sri Lanka following the ground breaking ceremony, the Government of China, persuaded us to build this power station one year ahead of the contractually agreed date of completion. We agreed and mobilized our teams including a skilled workforce for early completion of the project ahead of the scheduled date. After the successful completion of this gigantic project it was ceremonially declared open by H.E President Mahinda Rajapaksa in March 2011 and subsequently electricity was added to the national grid ahead of the scheduled date of January 2012.Both the CMEC staff and the CEB staff had to face many hardships during the construction of the power plant. However that commitment to the project and hard work saw the coal power plant constructed ahead of time. Furthermore a 117 km long, 220,000V double circuit transmission line was also installed between Norochcholai and Veyangoda Recent Issues The Norochcholai coal power plant has been in the spotlight recently due to the breakdown and subsequent power cuts. The power plant project, which was praised at the beginning, is now facing severe criticism.Coal power plants of this nature consist of systems, sub systems, auxiliaries and various other operational functions which naturally face technical issues from time to time when the generation capacity changes and the plant is shut down temporarily and reactivated again. Some of the technical aspects of such a plant also need to be maintained and repaired while the plant is in operation. It must be noted that the Norochcholai coal power plant has been in commercial operation since March 2011, which indicates a nearly one and half year operational period.According to normal practice in China, a thermal plant should undergo a one month maintenance period annually. Only then can the unit be more reliable and efficient and expected to perform well. The lack of rain at the hydro catchment areas in Sri Lanka over the past several months posed a threat to the power generation around the island. The Norochcholai coal power plant was forced to work beyond its required limits and keep supplying electricity to the whole country. With the lack of rain and in an attempt to avoid burdening the public with power cuts the CEB had meanwhile decided to postpone the annual maintenance of the Norochcholai coal power plant. The breakdown at the Norochcholai coal power plant was caused by a combination of these events. The Norochcholai coal power plant had past all the performance tests and it was in operation continuously from February 2012 till end of July 2012.Questioning the quality of the equipment used in the project and pointing fingers at CMEC is without basis. The Norochcholai coal power plant is not as bad as one makes it look. It is just overused, tired and needs a break to rest like any other equipment does.CMEC engineers have been working round the clock together with the CEB to rectify the issues at Norochcholai. Once the issues are rectified, as per a request made by the CEB, the plant will be handed over to be operated fully by the local staff. The following table describes the financial benefits from the project to Sri Lanka
At a Conservative campaign rally the other evening, local candidate Krystina Waler talked about her goal for her riding: “To make St. Catharines the best place to live, work and raise a family.”That seemed to me to be a pretty good encapsulation of what governments should aim to do – lay solid foundations upon which citizens can build fulfilling lives.Frequently though, governments overreach, spreading their tentacles too far into the lives of their citizens, wasting their money in the process. The impossibly optimistic Ugandan space program under Idi Amin comes to mind – ranked by Time Magazine as one of the “100 worst ideas of the 20th century”.Not to be outdone in the stupidity stakes, the Liberals have come up with a Canadian contender for the 21st century. Justin Trudeau made land in a canoe in Sudbury, Ont., after paddling round a lake for the cameras, to announce a re-elected Liberal government will create $2,000 travel bursaries to send 75,000 families camping for up to four days in a national or provincial park.Related Trudeau can’t see that, of course. He likes camping, so thinks that everyone should be coerced to camp. Recall, if you will, his insistence that Indigenous young people didn’t need youth centres – what they really wanted was “a place to store their canoes and paddles”. Romeo Saganash, the former NDP MP, lampooned the comment, calling for a national canoe and paddle program, before stating the obvious – what young people on reserve really want is adequate housing and a decent education. This is Trudeau’s peculiar cotton wool culture at its most bloated – unless, that is, a re-elected Liberal government resolves new Canadians be mandated to attend lakeside workers’ resorts to appreciate the rocks and trees. What with blackface, photo-shopped coffee cups and free camping trips, voters in this election could be forgiven if they opt for the Rhinoceros Party, with its plan to make “sorry” the official motto of Canada, nationalize bacon and force manufacturers to build more green cars (including forest green, pale green and khaki green).Alternatively, the mainstream parties could try to restore confidence in their capacity to provide competent public administration, without offering bribes and waving shiny objects. That means an end to assurances of chicken in every pot, an end to pledges of ponies in every home and, most of all, an end to promises of free bloody holidays.• Email: firstname.lastname@example.org | Twitter: Chris Selley: The Liberal campaign trail is a place for absurdities, but not much else Federal election 2019 roundup: Trudeau pledges $2k for camping trips for the ‘less-privileged’ Elizabeth May was holding a single-use cup before photo was altered to a reusable one The program – officially, “A Camping Experience for Every Kid in Canada” – sounds like a dodgy holiday scam but it’s all too real and will add another $150 million to the deficit when fully implemented.Story continues belowThis advertisement has not loaded yet,but your article continues below. The derision that greeted the announcement provoked an outbreak of “whataboutery” from the type of people who think the SNC-Lavalin scandal was just a failure to communicate on the part of the prime minister. “What about those Conservative arts and sports tax credits?” To which the obvious answer is, they’re stupid too. Why should taxpayers subsidize piano lessons for kids whose parents can, for the most part, well afford them? But handing over public money to fund camping holidays for low-income and new Canadian families takes nannyism to heights not even the Trudeau Liberals have reached hitherto. The NDP was quick to leap on Trudeau bankrolling his pet project by pointing out that low income Canadians would probably much prefer the government help them pay their rent – the New Democrats have a subsidy program that would give up to $5,000 a year to 500,000 families. If the first objection to this improvidence is that governments shouldn’t be paying for people to go on vacation, the second is that almost every alternative use for those dollars is more appropriate than the Experience Canada program. New Orleans (5-7) vs. Tampa Bay (7-5) — 95 total ‘swing’ points Minnesota2833258– The Raiders, Chiefs and Broncos all won last week, and we now think it’s pretty likely that the West will take both AFC wild card slots. Tennessee has had a commendable bounceback season, but they’re in a tough playoff situation. The AFC West’s success means that even if the Titans run the table to end the season at 10-6, that might not be enough to make it as a wild card, and their 0-3 record against the Texans and Colts makes it unlikely that they’d win a division tiebreaker. We give them just an 11 percent chance of making the playoffs, much lower than the chances of Green Bay, Minnesota, Indianapolis and Houston, who all share the same 6-6 record. Tampa Bay is playing meaningful December football! The Buccaneers haven’t had a winning season since 2010, and they’ve come in last in the NFC South for five straight years. But a four-game win streak with upsets against the Chiefs and Seahawks has sent their Elo rating skyrocketing, and they’re now contenders for both the division title (25 percent chance of winning) and an NFC wild card (30 percent chance). 5. Giants6562697– The NFL has its first playoff team! While the 11-1 Cowboys don’t quite have a lock on the NFC East title, they will at least make it as a wild card. They’ll now be playing for a bye and home-field advantage while the rest of the league fights for the remaining playoff spots. For the last couple weeks, we’ve been using the model behind our 2016 NFL predictions to calculate how much each team’s playoff chances “swing” depending on the outcome of each game. For example, we currently give the Pittsburgh Steelers a 67 percent chance of making the playoffs. If they beat Buffalo this week, we project those chances will increase to 84 percent (independent of other games). If they lose, their chances drop to 53 percent.1Our NFL predictions are based on 100,000 simulations of the rest of the season and are updated after every game ends. In the simulations in which Pittsburgh beats Buffalo, they make the playoffs 84 percent of the time. In simulations where they lose, they make the playoffs 53 percent of the time. But it’s unlikely that Pittsburgh’s playoff probabilities will be exactly 84 percent or exactly 53 percent at the end of Week 14, because the team’s chances depend on the outcome of several games (most notably Baltimore’s), not just their own. That’s a 31 percentage point swing! By doing this same math for every matchup and factoring in how each team’s resulting record will affect others’ playoff odds, we can find out which games are the most impactful. Here are the top five for Week 14: As straightforward as it gets. Whichever team wins takes control of the AFC South and gets a big playoff boost. The Titans have an outside chance at the division but don’t really care who wins here. Washington is in danger of similar collapse, narrowly falling the last two weeks in winnable games against the Cowboys and Cardinals. They’d be out of the playoffs if the season ended today, and this week Philadelphia has the opportunity to play spoiler and knock another 18 percentage points or so off their rival’s chances. 1. With the AFC West bogarting the wild cards, it’s looking like only one of the two will make the playoffs as AFC North champ. So why do we give the Ravens, who would make the playoffs if the season ended today, just a 39 percent chance of advancing? For one, we have them as nine-point underdogs in Foxborough this week. For another the Steelers still have a game to play against the lowly Browns, plus an opportunity to tie up the season series at home against the Ravens in Week 16.Check out our latest NFL predictions.
The comments came after a week after Salman Abedi, 22, carried out a suicide attack at a pop concert at Manchester Arena, leaving 22 dead and dozens injured. The son of Libyan parents who were granted refuge from Gaddafi in the UK in the early 1990s, he is thought to have come back to Britain from Libya just days before the massacre. Speaking from his home in the Libyan capital Tripoli, Mr Megrahi said: “It was Manchester but tomorrow it will be some other place. Credit:Facebook Credit:AFP Mr Megrahi urged the West to resume air strikes on the militants to curb the country’s growing extremist networks. “The West knows what’s happening in Libya but they only want to watch and see.“You make Libya like this. You will see a lot of terrorists in the UK and everywhere.”Mr Megrahi senior was convicted of planting the bomb which brought down a plane over Lockerbie, killing 270 people. He was released from a Scottish jail in 2009 on compassionate grounds because of cancer. Mr Megrahi, 32, has continued to try to clear his father’s name after his death in 2012 aged 60. He added: “It was easy for them to do it in 2011 and it would be easy to do it again. “This time they should arm the army and not arm the militias.” Credit:AP Britain joined a coalition of countries bombing Libya in support of the opposition in the wake of the 2011 Arab Spring uprising. A parliamentary report last year found that the military intervention, ordered by former Prime Minister David Cameron, relied on flawed intelligence and hastened the North African country’s political and economic collapse. The son of the Lockerbie bomber has warned that Britain faces an unprecedented wave of terror attacks from Libya, as he claimed the UK brought the Manchester attack on itself. Khaled al-Megrahi said his country had become a rich recruiting ground for terrorists and that there was “only a sea” between them and Europe. Mr Megrahi, whose father Abdelbaset al-Megrahi was the only man ever convicted of the 1988 Pan Am Flight 103 bombing, said Islamic State of Iraq and the Levant (Isil) exploited the power vacuum left after the West helped to depose Colonel Moammar Gaddafi in 2011. They were then allowed to grow due to Britain and its allies’ “inaction”. “The militants will kill each other here and then come to each city in the west. “A lot of Libyans are hungry, have no money and no justice. If the West continues its stance you will see a lot of the militants coming to the UK.” Want the best of The Telegraph direct to your email and WhatsApp?
