The Environmental Protection Agency’s announced Wednesday that it would delay the applicability date of the “Waters of the U.S.” (WOTUS) rule for two years while the agency permanently reconsiders the Obama-era regulation.That decision won praise from Iowa Senator Chuck Grassley who stated “the action provides certainty for farmers and businesses in the short term while the agency works to provide a permanent rollback of an ill-conceived regulation.”Grassley says the Waters rule and drafting process were flawed from the start and that the Obama administration ignored serious concerns about the damage the rule could have caused.He says the “overreaching rule would have defined 97 percent of Iowa land as a waterway, which is as ridiculous as it sounds.”Grassley has long spoken out against WOTUS and voted to defund the rule.

Tunis – Tunisia’s President Beji Caid Essebsi praised, on Saturday, the efforts led by King Mohammed VI to promote the values of peace and tolerance in the region.President Caid Essebsi made the statement during an audience in the presidential palace in Tunis with Foreign Minister Salaheddine Mezouar who delivered to him a message of condolence and solidarity sent by HM King Mohammed VI in the wake of the terrorist attack on the Bardo museum in Tunis.Speaking to MAP following the audience, Mezouar said that President Caid Essebsi highlighted the longstanding bilateral relations, noting that “Morocco is a friendly and brotherly country that shares with Tunisia strong centuries-old ties and a common future.” On the situation in the region, the Tunisian President reiterated his commitment to press ahead with efforts to achieve integration in the Maghreb.President Caid Essebsi also sent an invitation to the Sovereign to visit Tunisia, recalling the positive impact of the latest visit by HM King Mohammed VI to Tunis.Mezouar expressed to Tunisia’s President “the solidarity of the Moroccan King, government and people with Tunisia following the despicable terrorist attack that violates all universal human values and the precepts of our religion.”On the same occasion, the minister transmitted relayed to President Caid Essebssi an invitation from HM the King to visit Morocco.Mezouar also expressed Morocco’s support to the democratic transition process in Tunisia.
“Clashes between rival neighbourhoods in Tripoli continue, and this has affected the pace of registration from our newly established centre in the city,” a spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR), Adrian Edwards, told a media briefing in Geneva. “The registration centre was open until yesterday with reduced staff as about half of them live in areas affected by shooting. Today, however, we’ve had to close the centre temporarily for security reasons,” Mr. Edwards said, adding that UNHCR would continue its operations despite the security challenges. Syria has been wracked by violence, with an estimated 17,000 people, mostly civilians, killed since the uprising against President Bashar al-Assad began some 17 months ago. According to media reports, fighting between supporters and opponents of the Syrian Government in the Lebanese capital, Beirut, has killed more than 12 people this week, and there has been an increase in tensions in other parts of the country, such as the northern city of Tripoli. The registration of refugees has also been affected in the Bekaa valley, located along the border with Syria in eastern Lebanon, in the wake of recent kidnappings of Syrians in the area. “As a protection measure for the refugees, we are avoiding large gatherings of Syrians at registration and distribution points in some areas though assistance continues in a modified way,” Mr. Edwards said. Some 51,000 Syrians have registered or applied to register with UNHCR in Lebanon. One of the refugee agency’s key concerns is to identify and rehabilitate alternative shelters for the growing number of people staying in schools, which are due to resume classes next month. Mr. Edwards said the refugee agency has identified abandoned schools and hopes to relocate some 500 people in the Bekaa valley in the coming fortnight. “Across Lebanon, UNHCR has been continuing its back-to-school drive and yesterday met with school directors in Halba Public School in the north to identify places for refugee children,” he said. Overall, the total number of Syrian refugees registered or awaiting registration with UNHCR currently stands at 202,512. UNHCR is also continuing its operations in Turkey, Jordan, Iraq and Syria, the spokesperson added. In Turkey, the country hosting the largest number of Syrian refugees, seven new camps are being built, which will bring the total number of camps to 16, with a capacity to hold 130,000 people. Meanwhile, the influx of refugees continues in Jordan and Iraq, where UNHCR is working on improving conditions in camps to give people access to basic services such as electricity. In addition, the spokesperson said, the agency continues its work in Syria itself, despite an escalation in military activity in the capital, Damascus, which has restricted staff movements and the ability of refugees to access the UNHCR office. “Our hotlines continue to operate giving counselling to refugees who enquire about relocation, food distribution, financial assistance, residency issues, registration and resettlement,” Mr. Edwards said. “Relief items like hygiene kits and mattresses are being distributed to displaced people via our partners.”
Brock student Jessica Lewis will compete for Bermuda in wheelchair track at the 2012 Paralympics in London later this summer. A Brock University student will compete in the 200-metre wheelchair track event at the 2012 Paralympics in London later this summer.Jessica Lewis, who is studying inclusive and therapeutic recreation, qualified for the Games at the Desert Challenge in Mesa, Arizona in May with a time of 33.81 seconds. The second-year student hopes to also qualify for both the 100-metre and 400-metre events throughout this summer’s racing season.Lewis trains at Brock during the week with her personal trainer, Scott Frendo-Cumbo, using her track chair on a roller, which works like a treadmill.On weekends, Lewis, who will compete for Bermuda when in London, trains in Mississauga with coach Ken Thom and a group of athletes competing for Canada.“I’m known as the ‘adopted athlete’ because I’m the only one who represents a different country, but I train with the Canadians,” Lewis said.Lewis was born in Bermuda but has dual citizenship because her grandmother is Canadian. She came to Brock University because it offered her preferred program and allowed her to be close to her coach.Windreach, an organization in Bermuda that helps people with disabilities participate in activities and sports, introduced Lewis to many different sports and trainers throughout her life. But it wasn’t until 2008, when she met Thom at a Windreach international sports expo, that she started training to compete in wheelchair track.She’ll be the first para-athlete to ever compete in the sport for Bermuda.“He is a fantastic coach and I am so thrilled to have been taken on by him,” she said. “I definitely wouldn’t be the athlete I am today if it wasn’t for Ken.”Lewis said she would like to work at Windreach as a sports co-ordinator one day.“I want to be able to help people with disabilities from first-hand experience,” she said.

There’s an understandable disconnect between the companies that are subsidizing phones on their networks and the people who want to take those phones, open them up, and play with them. While it could be argued that the carriers don’t have the right to tell you how to use your technology, I would say that only goes as far as the people who buy a phone outright.The Android hacker community is substantial, now reaching millions of users who all want their devices to have access to the goodies that are baked in custom ROMs. Motorola is the latest company trying to bridge the gap between the carriers who want more control and the users who want full control. The Motorola Developer Edition devices announced at a recent press event seemed like a step in the right direction, but after a glimpse into what Motorola has planned for these devices it is clear that no one will buy them.The hardware manufacturers sit in between the users and the carriers on this situation. Carriers put pressure on the OEMs to lock down the devices, and the users take their money elsewhere. As long as they aren’t switching carriers, the only people this hurts are the manufacturers. These Android hackers are an incredibly vocal minority, and have proven several times over that their influence is significant. So, in the spirit of compromise, Motorola announced Developer Editions for their new phone.The idea is pretty simple; buy a developer edition of the phone and you can do whatever you want to it. The carriers aren’t stuck footing the bill if a device breaks, and the users get what they want. In a perfect world, everybody wins. Unfortunately, the Developer Edition devices aren’t quite as cut and dry as all that. There’s red tape that every user needs to go through, even though they have purchased a special version of the phone to get the bootloader unlocked.Motorola’s customer portal outlines a four step process where the user must surrender personal information and device ID’s to Motorola in exchange for the tools to unlock the device. Every user who wants an unlocked bootloader must add themselves to a registry where, should anything happen to your phone, Motorola is not responsible. The language used in describing this whole process sounds downright threatening when said out loud. Users are told that unlocking the bootloader is “not for the faint of heart” and that once you unlock the device you will “have only yourself to blame” if something goes wrong. One particularly troubling line says that even if you have issues that appear unrelated to the unlocked bootloader, Motorola won’t be helping you out.So lets say you do buy a special Developer Edition phone and decide to do things Motorola’s way. You hand over your phone number and Google account, and Motorola attaches that information to the device ID and stores it away. The unlock process from this point all feels very familiar. In fact, this part of the process is almost step by step the exact same process that HTC goes through to unlock their devices for users. The biggest difference between HTC and Motorola in this situation being that you can unlock and sign away your warranty for any HTC phone, not just the developer editions. Additionally, if something happens to an HTC phone that is obviously not related to the bootloader, HTC will still honor the warranty.To recap, Motorola wants you to pay full price for a special version of their devices and then make you jump through hoops to actually unlock the bootloader. Then, after you have gone through all of this, you lose your warranty anyways. If a clever Android hacker comes along and finds an exploit that bypasses the encryption that Motorola has set in place, you have the exact same level of support from Motorola if something happens to your device. There’s no actual benefit to following the rules in this situation. If anything, Motorola is encouraging users to find exploits to hack their phones, since in many cases the changes you make can be reverted in case of warranty repair.This is not a solution for anything, and as a result I doubt that Developer Edition devices will sell at all. Motorola will need to offer an actual benefit to using a Developer Edition device, which really shouldn’t be all that hard to do.

The back of the phone case itself has a gorgeous silhouette of Sailor Moon herself posing against the moon. That’s not all you get, though. There’s also a selfie stick that comes bundled with the phone that looks like Sailor Moon’s Spiral Heart Moon Rod with a pink heart at the top. There are a few coloring differences, but for the most part, it looks like it was just ripped from any Sailor Moon fanatic’s dreams.It costs about $440, and it’s limited to the Chinese market, unfortunately. It will be released in approximately 10,000 units, but unfortunately, there’s no information on when exactly it’s going to go on sale just yet.We really need one of these phones in the west, but unfortunately, right now that doesn’t look like it’s going to happen. In the meantime, at least there are several awesome Sailor Moon phone accessories we can lean on: phone chargers, cases, USB hubs, and more. Pacific Cod.Last week Alaska Fish and Game set the Pacific cod guideline harvest level (GHL) for the fishing season that began on Jan. 1.Dutch Harbor Fish and Game biologist Justin Leon says the 2016 numbers are a big change from last year.“We’ve just released this coming year’s GHL for the harvest that’s going to be allowed for the Aleutian Islands Subdistrict, and that is going to be 10,476,259 pounds. It’s down 42 percent from last year,” Leon said.Why such a huge drop?“That’s because the [Alaska] Board [of Fisheries] changed some things in order to align us better with the federal side of things, specifically last year we took three percent of what was allowed in the federal Bering Sea-Aleutian Islands area,” Leon explained. “This year, what we’ve done is taken 27 percent from just the Aleutian Islands part of that area. And that’s how we’ve come up with that.”One new change in the regulations for the upcoming season concerns registering. In mid-December, the Division of Commercial Fisheries issued an emergency order authorizing parallel groundfish fisheries in state waters. The order applies to the Kodiak, Chignik, South Alaska Peninsula and the Bering Sea-Aleutian Islands area.“Long story short. Parallel fishery – they no longer need to register. And that’s something the fishermen are just going to want to know in general,” Leon said. “So that is a reg [ulation] change, to fish the parallel Pacific cod fishery now you don’t need to register.”Another big change this year, Leon says, is the consolidation of fishing seasons.“Before we had an A and a B season. And now it’s all just one season that’s fished until all of our allowed amount is caught,” he said.
This week we’re hearing from KSKA’s long-time program director Bede Trantina. Bede is retiring today after 39 years of public radio service. Now that is a very long time to work somewhere, and Bede has enjoyed just about all of it. Unfortunately, she did have one small but disturbing surprise just before she left.Listen nowTRANTINA: Well, knowing that my last day was coming up, I realized “Jeez, I’ve got to clean out my desk, clean out my office. So I came in on a Saturday, and I got the vacuum cleaner, and I’m moving some stuff around. And I found some coffee beans under the heater area, some old candy behind my file cabinet.And then I’ve got these cloth bags, underneath my desk with like a change of clothes, and a towel, and some soap. In case, you know, we get stuck here with an ongoing story, and I hadn’t looked in those things for a long time. And there on the bottom of this cloth bag, I thought, “Oh look, there’s a little fuzzy key chain. I don’t remember getting that.” Then I looked at it a little bit closer, and I thought, “That’s not a key chain. That’s a dead mouse.”It was all wrapped up, all curled up. And I looked at it and I thought, “Oh (expletive), what is that?” And I dropped it, and I took all of the stuff that I’d taken out of that bag just like it was contaminated. And I put it back in that bag and put it upstairs and dropped it in the garbage can. I don’t remember anything else that I found. Certainly nothing that was that gross. But, I like to think of myself as a pretty good housekeeper. But, maybe not such a good officekeeper.
