12 October 2010Statistics South Africa (Stats SA) has launched a dress rehearsal for Census 2011, calling on all South Africans to get ready to participate in the third national population count since the advent of democracy in the country in 1994.Stats SA will deploy 120 000 officials across the country from 10 to 31 October 2011 to document South Africa’s entire population, including homeless people and illegal immigrants.As part of its preparations for the census, Stats SA is conducting a countrywide “dress rehearsal” between 10 and 31 October 2010.Census 2011 – the last census was conducted in 2001 – will consist of three questionnaires: one for households, one for institutions, and one for people in transit.“We will ask you about your access to services such as water, electricity and sanitation,” Statistician-General Pali Lehohla said at the launch of the dress rehearsal in Pretoria on Sunday.“Out of this arsenal of information we will know whether South Africa is making progress or not. We will also know what needs to be done.”Lehohla said that while South Africa had security issues, people would be able to recognise Stats SA’s enumerators by their yellow bibs, and check their legitimacy via identity cards with photos and identification numbers to which the public would have access.The enumerators will be required to hold a matric certificate, and will be appointed in their communities to cover over 14-million households, Stats SA project director Calvin Molongoana said on Saturday.The estimated budget for the census R1.2-billion, which will cover the cost of the enumerators, the overall logistics, as well as 3 200 training areas for staff and data processing.Stats SA’s deputy director-general for population and social statistics, Kefiloe Masiteng, said the census was something the nation could be proud of.Planning Minister in the Presidency Trevor Manuel, speaking via a pre-recorded video message at the launch, encouraged all South Africans to participate in the census.“We need to know what we’ve achieved,” Manuel said. “We need to know all issues to take decisions about people’s lives. Increasingly aging populations, particularly in developed countries, are causing a demographic shift in future care needs, but it also means that people are staying in their own homes for longer, which affects the cycle of existing housing becoming available each year. One of the most marked changes has been the rise in one and two-person households in the UK and other developed countries.Statistics published by the National Records for Scotland, for example, reveal the influence of these changing demographics, with future household demand rising faster than population growth. By 2037, Scotland’s population growth is forecast to be 9%, with growth in the number of households forecast to be 17%. This 8% difference is in effect the household growth demand from the existing population.In England, between now and 2041, the population is expected to increase by 16%, with projected household growth at 23%, resulting in a 7% difference in demand.As people live longer and one and two-person households increase, the number of future households required rises faster than the population. In 2014, urban issues website CityLab dubbed the situation the “world’s ticking household bomb.”As more developing countries deliver infrastructure and progress similar to developed countries — improving the standard of living and extending life expectancy — household sizes will decrease, placing greater demand on supply of new housing. So if this difference between household demand and population growth occurs globally at around 7-8% over the next 80 years, this will require an additional 800 million homes.Taking an average global three-person household (1.2 billion homes) coupled with that 8% demographic factor of total global population over the period results in a need for more than two billion new homes by the end of the 21st century.Meeting the demandThe current and future demand for new housing is compelling governments to push for further innovations in “offsite” — prefabricated — construction to speed up the supply of new housing. The UK Industrial Strategy published in November 2017 has a strong focus on offsite construction for the future. This sector has grown rapidly over the last decade with new markets in healthcare, education, and commercial buildings. But for prefab construction to deliver more houses at a faster rate means looking at alternative solutions to the problem.Things that slow down the rate that prefab houses are built include the lengthy preparation time required for sub-structures and foundations; delays to the installation of utilities and building services; and a lack of well-trained construction-site managers capable of delivering the complex logistics involved. With more than 65 million people displaced by man-made and natural disasters globally, this puts further pressures on countries unable to supply enough new housing as it is.The issue of availability of materials to meet the demands of constructing two billion new homes emphasizes the need for countries to resource them as efficiently as possible. Government policies which encourage the sustainable design of new buildings to maximize future reuse, reduce carbon emissions, and manage resources properly will be essential. Over the next 30 years, the countries which promote policies to help sustain and increase the provision of new housing will be more likely to avoid problems in sourcing materials and price hikes.For many countries, housing supply is a now a hot topic for national debate and policy strategy. According to the UN, the global population is set to reach over 11.2 billion by the year 2100, up from the current population, which was estimated at the end of 2017 to be 7.6 billion. And that is considered to be “medium growth.”The upscaling required in terms of infrastructure and development, not to mention the pressure on material resources, is equivalent to supplying seven times the population of the (pre-Brexit) European Union countries, currently 511 million. With the global population rising at 45 million per year, comes the inevitable rise in demand for food, water and materials, but perhaps most essentially, housing.Housing needs are changingAverage household sizes vary significantly between different continents and also by country. According to the UN, recent trends over the last 50 years have also shown declines in household sizes. For example, in France, the average household size fell from 3.1 persons in 1968 to 2.3 in 2011, the same time the country’s fertility rate fell from 2.6 to 2.0 live births per woman. In Kenya, the average household size fell from 5.3 persons per household in 1969 to 4.0 in 2014, in line with a fertility decline from 8.1 to 4.4 live births per woman. Nationalist Congress Party (NCP) chief Sharad Pawar on Wednesday issued a veiled rebuke to senior Congressman Sushilkumar Shinde over his remarks on the possible merger of the Congress and the NCP. Mr. Pawar said he was well aware of the situation of his own party, while implicitly rebuffing suggestions of a merger.Mr. Shinde, at a campaign rally in Solapur on Tuesday, had said both the Congress and the NCP belonged to the same ideological tree and that both parties were “tired”, while expressing hope that the two Congresses would come together in the future.“Since I am from the NCP, I am well aware of my party’s situation. Perhaps Sushilkumar Shinde was referring to the condition of his own party… but he cannot speak about the NCP,” said Mr. Pawar in Jalgaon, in a riposte to Mr. Shinde’s comment that the NCP was “exhausted” just like the Congress.With the State going to the polls in a little over 10 days, Mr. Shinde’s remarks was music to the ears of the ruling Bharatiya Janata Party (BJP), which pounced on it to underscore the defeatist mentality in the Congress-NCP alliance before the electoral contest. ‘Cong. has no identity’Mr. Shinde’s statements illustrated the truth about the Congress, said former Leader of Opposition in the Assmebly, Radhakrishna Vikhe-Patil. Mr. Vikhe-Patil, who joined the BJP, said the Congress in Maharashtra had no identity left of its own. “It has hitched its wagon to the NCP’s fortunes and is dictated by them,” said Mr. Vikhe-Patil, a bitter adversary of Mr. Pawar and the NCP.BJP State chief Chandrakant Patil said, regardless of whether or not the Congress and the NCP had grown weary, the scions of the top leadership of both these parties were no longer interested in remaining with them. “It would not be surprising if the younger generation of the Pawar family joined the BJP in the future,” said Mr. Patil.Meanwhile, senior Congress and NCP leaders issued rebuttals over Mr. Shinde’s statements of a possible merger between the two parties. Stating that both the Congress and the NCP were contesting the elections in a spirit of unity, Maharashtra Pradesh Congress chief Balasaheb Thorat said there was no talk of any merger between the two. “Both parties are in a coalition and are fighting as separate political entities. However, both are working together with a common aim to win more than 175 seats in the forthcoming polls,” Mr. Thorat said.Hitting out at Chandrakant Patil, senior NCP leader Ajit Pawar accused the BJP State chief of deliberately trying to drive a wedge between the Congress and the NCP. “The remarks about a merger may be his [Mr. Shinde’s] personal opinion and as a senior leader he is entitled to it… however, as of now we are contesting as two different political parties with the sole aim of overthrowing the BJP-Sena government,” said Mr. Pawar. He had no wish to add to the confusion of Congress and NCP workers by making any further statements, he said.

Malda/Canning (West Bengal): A total of 13 people was killed and 11 others injured in two road accidents in as many districts of West Bengal on Thursday, police said. While seven persons died in South 24 Parganas district, six others fell victim to the another accident in Malda. Five members of a family and two others returning from the Kolkata airport were killed when their MUV fell into a road-side pond in South 24 Parganas district, the police said. All the seven persons, including three women, died on the spot due to drowning, police said. Six persons had gone from Dakkhin Gouripur village in Bishnupur area to the Kolkata airport to receive a man who was returning from Qatar where he used to work. The driver of the vehicle fled after the accident. In the other accident in Malda district, six persons were killed and 11 others injured when a speeding lorry rammed into a stationary SUV carrying wedding guests, police said. The accident occurred at Bakharpur under Kaliachak police station area when the SUV was waiting there by the side of National Highway-34 for other vehicles going to the same destination. The wedding guests were on their way from Kaliachak to Gajol in the same district to attend a marriage, Superintendent of Police Alok Rajoria said. The SUV fell into a roadside ditch after it was hit by the lorry at around 12.30 am and three of its 17 occupants were killed on the spot. Two others succumbed in the Malda Medical College and Hospital where all the victims were initially taken. Rajoria said six of them were later referred to a hospital in Kolkata and one died on the way. The other injured persons were under treatment at the Malda Medical College and Hospital. The driver fled with the lorry after the accident but he was later arrested from Gajol, the SP said.

But CARMELO thinks so little of the Thunder bench that the rest of the roster is worth -2 wins. That bench was bad this past season, but young players like Alex Abrines and Doug McDermott may improve with an additional season with the team, and this season’s first-round draft pick Terrance Ferguson has potential as a spot-up shooter on the wing, which the team desperately needed last season. Still, with Taj Gibson likely leaving in free agency, the Thunder will be thin. But while their projection doesn’t put the team nearly at the level of the Golden State Warriors, or even the newly minted Chris Paul Houston Rockets, acquiring George should have an outsize effect on the Thunder.It’s hard to overstate how perfect a fit this is for Oklahoma City. George isn’t Kevin Durant — he doesn’t rebound as well, and isn’t quite the playmaker that Durant can be when called upon — but he replaces a lot of what the former MVP took with him when he departed for Golden State. The most obvious way he helps is by giving Westbrook a legitimate partner in the offense. George is a very good shooter: He shot 39.3 percent from 3 last season, and has floated between 36 and 40 percent the past several years despite taking some of the most difficult shots in the league. George shouldn’t have to take on the world quite the same way in Oklahoma City.George may actually end up fitting slightly better with Westbrook than Durant did — in practice if not in terms of absolute skill. Durant dominated the ball late in games for the Thunder; Westbrook would defer, often to a fault. This left Westbrook, an average at best shooter, on the perimeter, largely wasted. With George new to OKC, where Westbrook is the reigning MVP and undisputed team leader, the Thunder should be able to default to more sensible sets in crucial moments, with the ball in Westbrook’s hands but George actively involved.That said, George’s ability to get his own shot should also be key for the Thunder. In the team’s first-round loss to the Houston Rockets, the bench units led by Oladipo were overwhelmed, often unable even to get a shot without their star. In Game 5 of that series, Westbrook played 42 minutes, scored 47 points and had a plus-minus of +12. The Thunder lost by six. George can be streaky, but his ability to carry an offense means the Thunder can survive spells without Westbrook.But it’s George’s defensive ability and versatility that may unlock the Thunder’s potential. Oklahoma City had been constructed with a lopsided allotment of talents. They had more than enough rebounders and interior defenders, but few perimeter scorers or players who could perform the basic three-and-D role so crucial to successful teams. George is one of the best three-and-D players in the league, good enough to compensate for limited defensive players around him when the Thunder need offense.Lineups featuring both George and Andre Roberson — a converted power forward who plays shooting guard for the Thunder despite being one of the worst shooters in the league — would seem to not only cover Westbrook’s defensive shortcomings, but possibly those of other players, such as Abrines or Kanter. Roberson is restricted free agent and reportedly declined a four-year, $48 million extension last fall, so he may be too expensive to re-sign, but given the Thunder’s lack of depth they may not have much choice. (And in a twist, George actually earns less than Oladipo this season, giving the Thunder a little extra breathing room under the luxury tax.) Giving Roberson’s projected minutes to Abrines results in the team’s CARMELO rating dropping from 51 wins to 47.The Thunder were a deeply but narrowly flawed team last season. That happens when a Kevin Durant-sized hole is left in the depth chart. So this is certainly a calculated risk for OKC, but MVP Russell Westbrook can also become a free agent after the 2017-18 season thanks to a player-option. And while he hasn’t been as forthright as George, his hometown Lakers have long been a rumored destination for him as well. So the Thunder are on the clock to sell themselves as a place where Westbrook can contend, or alternatively, to take their last, best shot at winning a title while they still have him. One industry that’s received quite a bit of attention is scooters. While it’s easy to recall days of manually powered scooters that may or may not have whacked the back of your ankle, Ninebot has a different idea.China-based Ninebot revealed its latest smart scooter at Innovation in AI-powered Mobility in Beijing this past Friday called the KickScooter T60 and it will actually drive itself to charging station. See? No more whacked ankles. Not only can the scooter pilot itself back to a charging station when it’s time to rejuice, but its cloud-based mechanics can drive it to a user on its own.For example, say a large social event just let out. The company can look at this data and dispatch a flock of KickScooter T60s to the area for people to jump on and ride off. I’m not sure I want to see what a group of these zipping around without a driver looks like, though. The idea is pretty unnerving. Ninebot didn’t explicitly say what kind of technology unlocks the autonomous abilities but it said the scooter uses “vision-based navigation technology.” Obviously, something needs to award the machine the ability to “see” the world around it, whether that’s lidar, radar or something else.Ninebot also took the wraps off two new delivery robots.
