Haiti Carnival set for February Over the weekend, President-elect Jovenel Moïse accompanied by the former President, Michel Martelly, were in the city of Les Cayes to support the candidate senator of the South, François Sildor. During the gathering, Jovenel Moïse announced that the city of Les Cayes will host the 2017 National Carnival on February 26th, 27th and 28th, just as Michel Martelly had decided during his first year in office.Posted on his Facebook page Jovenel Moïse wrote “The 2017 Carnival is going to take place in the city of Les Cayes so that we encourage the economic movement in the department after the passage of Hurricane Matthew. All walking bands who want to participate in the carnival contest, we encourage them to register early.”
Regulations are being developed to guide a legal hemp industry in Jamaica and should be in place next year.Chairperson of the Cannabis Licensing Authority (CLA), Hyacinth Lightbourne says a systematic approach is being taken to the hemp industry’s establishment in Jamaica. This development is relative to that for marijuana, “because hemp that is planted too close to ganja breeds the possibility of cross pollination.”She said advice is being sought in relation to minimizing this possibility and “whether or not it has to be done specifically indoors.”“Unfortunately, we live on a small island that (can be impacted by) hurricanes, so the possibility of cross pollination is high,” Lightbourne explained.Indica and SativaCannabis is divided into two main pure strains – Indica and Sativa. Both hemp and marijuana come from the same cannabis species, but are genetically distinct. Hemp is a variety of the Cannabis sativa species that is grown specifically for the industrial uses of its derived products.236 applicationsDr. Lightbourne was one of the speakers at a session on medical marijuana at the Jamaica 55 Diaspora Conference this week. She also disclosed that the CLA, established in 2015 under the Dangerous Drug (Amendment) Act to formulate and regulate Jamaica’s legal ganja and hemp industry, received 236 applications for licenses since its implementation last year.Five categories of licenses are issued covering: cultivation, processing, transportation, retail, and research and development.Lightbourne said that of the 236 applications, two licenses have been granted and 44 conditionally approved, but none of them has been actually issued.Six months for licensing processShe explained the licensing process takes an average of six months. During this period, the requisite checks and balances are conducted to ensure the applicants’ adherence to the stipulations.“If a person has been granted a license but has either not yet paid the security bond or the fees, the license is not issued. So, for those two applicants, that’s what we are waiting on,” Lightbourne disclosed.She reiterated the Government’s commitment to developing a properly regulated marijuana industry in Jamaica.

PORT OF SPAIN, Trinidad, CMC – The Trinidad-based Seismic Research Centre (SRC) of the St. Augustine campus of the University of the West Indies (UWI), Friday said an earthquake with a magnitude of 4.6 rattled three Caribbean islands, as the region recorded three earth tremors within a 24 hour period.It said that latest quake, which occurred at 6. 52 pm (local time) was felt in Antigua and Barbuda, Dominica and the French island of Guadeloupe.According to the SRC the quake was located Latitude: 16.88N, Longitude: 61.15W and at a depth of 10 kilometres (km).There were no immediate reports of injuries or damage, but it was felt 81 km east-south-east of St. John’s, Antigua and Barbuda, 82 km north east of Point-à-Pitre, Guadeloupe and 177 km north of the Dominican capital, Roseau.Earlier on Friday, an earthquake with a magnitude of 4.6 rattled Trinidad and Tobago on Friday, after one with a magnitude of 3.9 shook St. Lucia, Martinique and St. Vincent and the Grenadines just after midnight. The English Premier League is back tomorrow starting for the first time on a Friday night with the Gunners facing 2016 winners, Leicester City at the King Power Stadium.Coming on the back of one of the most expensive summer transfer windows ever in Europe, expectations are definitely soaring especially for the high-spending clubs and their respective managers.There have surely been six teams fighting for the top four places in the past couple of seasons, but who makes it to those Champions League places come May 2018? Here are my predictions. Unfortunately for the gunners and the Kops, Arsenal and Liverpool miss out on my top four. With Arsenal playing in the Europa league this season, it’s difficult to see them combining that with a strong run in the Premier league.I think Lacazette will have a very good debut in the Premier League but Arsene Wenger needs to bring bodies in, keep hold of Alexis Sanchez and get the best of Mesut Ozil to even stand a chance of making it back into the top 4.For the Kops, with James Milner still starting at left back, Liverpool not signing a top centre-back and going into the season with an inconsistent Matip-Lovren/Klavan defensive pairing, not enough goals up front even with the addition of Mohammed Salah and the rumoured exit of Phillipe Coutinho, it’s difficult to see how they also cope in the Premier league. 2nd – MANCHESTER CITYI think there’s bound to be much more scrutiny on Pep Guardiola and his City team come May next year if they don’t win the Premier League.It is not so difficult to see Manchester City winning the league but they also are a team changing alot in terms of personnel and philosophy.The introduction of Kyle Walker and Benjamin Mendy will surely create a positive feeling about City’s chances going into the new season but with Mendy not participating in pre-season and the seeming reliance on the ageing Vincent Kompany, defensive frailties might just cost City at the death.Nonetheless, I expect the quartet of Sergio Aguero, Gabriel Jesus, Leroy Sane and Kevin de Bruyne to push them close to the title with goals. 4TH – CHELSEAIt is becoming a usual sight for Premier League defending champions to struggle in the subsequent season and as much as Antonio Conte has said he hopes to not suffer another ‘Mourinho season’, I firmly expect Chelsea to struggle into Champions League places at the end of the season.With Chelsea almost losing grip on the title at the back end of last season, additional games on the continent might prove to have a damning effect on their league campaign considering that the squad hasn’t been expanding or vastly improved.Chelsea have lost Matic and look set to lose the beastly Diego Costa and although they have been swiftly replaced with big money signings of Bakayoko and Alvaro Morata respectively, the injury to Eden Hazard who won’t be starting the season and the obvious lack of depth at the team might just make automatic champions league places a long shot for the West London Club. 3RD – TOTTENHAM HOTSPURUnlike the other 19 teams in the Premier league, Spurs have not brought in any new players and though unusual, it’s quite understandable.Tottenham have kept together a compact team of youth and experience that have amassed the most Premier League points in the last two seasons combined and the best defensive record in the same period.With Harry Kane and Dele Alli, there are goals up front to be created by Eriksen and the likes, while Victor Wanyama, Toby Aldeweireld and Hugo Lloris are expected to continue showing their defensive strength.On the other hand, Playing the Champions League home games at Wembley last season yielded no positives and they will need to hit the ground running early enough to make the stadium feel like home. With the lack of depth at the club and Champions League distraction, I see them finishing a respectable 3rd at the end of the season. 1ST – MANCHESTER UNITEDFor me, it is almost impossible to bet against Jose Mourinho who has won the league in every second season at any club he has worked, including his times as an interpreter in Portugal with Sporting Lisbon and as an assistant manager in Barcelona.Manchester United have invested heavily over the last two transfer windows. Henrikh Mkhitaryan, Eric Bailly and Paul Pogba seem to have settled in the EPL, there have also been the acquisitions of Swedish centre back, Victor Lindelof two-time Premier League winner, Nemanja Matic and also the second highest goalscorer in the EPL in the last 5 seasons, Romelu Lukaku.It sure looks like they go into the new season covered on almost every front and I think the league will be back in Old Trafford for the first time since Sir Alex Ferguson was in charge at the club. Overall, one in six say they have faced bullying and harassment in the workplace, but this is up at 28% in Scotland.Theo Van Seggelen, FIFPro General Secretary, said: “This report for the first time provides a detailed and accurate picture of what the average professional player experiences. We now have an evidence base for the reforms that are needed in the football industry. Overdue payables, forced transfers and training alone – all this must be a thing of the past.“We need to build a package of measures with all stakeholders. Clubs, leagues, confederations and FIFA must accept those failures of our industry. We need to guarantee minimum employment standards for all players and clubs in all countries, reform the international regulations, and think about the economic future of football.“The new FIFA president (Gianni Infantino) announced that he wanted to work with the professional game to bring about much needed reform. This report must be the starting point.”
